Of course it doesn't necessarily have to be the internet.

For instance what if certain forms of technology have their knowledge kept secret and in safe locations known only to say a sect of people purely so it can be safeguarded and not for example abused such as jump drive tech or just the true history of humanity or the race concerned?

Like the music of that alien in a Crusade episode who was killed simply because the govt wanted to remove anything that wasn't inspired or created by themselves, or like in Adromeda where a group deicated themselves to saving and storing the knowledge when the Commonwealth fell and continued to do so resulting them being hunted down and killed beacuse they inadvertedly had proof that an alien race had goaded the Magog to ravage the Commonwealth worlds and eventually led the Nietzcheans to declare civil war over the peace treaty with that race.
